Commentary of the Day - June 18, 2002:  The Organizational Chart Says it All!

If you ever wondered why the percentage of taxpayer dollars spent on actual instruction in the California State University system (and the IP suspects in other public higher education systems) continues to decline, just take a look at the following organizational chart from the Chancellor's Office web site that purports to describe how advice relating to systemwide "information technology" issues is handled.
 

If the IP didn't know better, he might conclude that the California State University system is a bit top-heavy in the "management" department.

However, the Chancellor continues to assure us that spending on administration is "in line" with national norms.  He just doesn't bother to explain why the instructional budget has dropped from 55% to 43% of the total system budget in the last ten years.  Could it be the fact that something like 50% of California State University classes are now being taught by underpaid and overworked part-time instructors, while the number of administrators involved with systemwide issues such as "information technology" continues grow?
